Abstract:
This coverage depicts the ownership status of lands within the Carson National Forest and is part of the USFS Southwestern Region Core Data Project. This project is designed to generate and maintain 15 vertically integrated resource data layers which are standardized across the Southwestern Region. These 15 layers are derived from a Master Arc coverage which maintains vertical integration.
Purpose:
The purpose of this coverage is to depict and label the non-National Forest lands within the boundary of this National Forest. The coverage will be used to provide land status information for any necessary analysis.

Accuracy and completeness of the attributes was checked by manually comparing hardcopy plots,on-screen review, and reporting method with the source materials. Attributes for FS_OWN_CODE, REGION_NUM, ADM_UNIT_NUM, ADM_UNIT_NAME, DIST_NUM, DIST_NAME were populated based on the "Specifications for TVA Data Automation Contract".An automated application, QCView, was also used to verify consistent data structure and valid attribution for fields based on the "Specifications for TVA Data Automation Contract".

Process_Description:
General: Vintage 11 CFF digital data was used to create this coverage. Source and method was populated for all arcs. The data set was checked for dangle and label errors. Any errors were corrected and topology built for polygon and arc. Polygon attributes were then populated, as appropriate, with information provided by the Forest. Three region subclasses were created: fs_own (Forest ownership), adm_unit (Forest boundary), and adm_dist (Ranger district). Technical: The CFFs will be the basis for the ownership data. The ownership coverage and sub-classes will eventually be replaced by the Automated Lands Project (ALP) data when it is complete for each of the respective units. Because this layer will be replaced by the official land boundaries at a later date, no Forest data will be allowed to supplement this data. The ownership data has three sub-classes: 1) administrative unit (generally the National Forest boundary), 2) the administrative district (generally the Ranger District Boundary) and Forest Service ownership (National Forest System ownership). The theme ids are populated based on the CFF codes in a standard list. Each sub-class can then be extracted from the master quad coverage and reviewed for completeness. Any gaps in the boundaries will need to be resolved. If there are gaps in the data, further investigation into the arcs in the CFF codes may show a mis-coded arc(s) or further information from the Forest may need to be furnished. At this point the ownership data is complete. When the polygon output coverage is produced in the final processing phase, the polygons will have the following items added and populated. These items will be populated based on information from the source materials and/or input from the Forest and the manuscripting key/rules in the Data Specifications document: FS_OWN_CODE create the labels for this theme a coverage called owner_lab will be created and the above items added and populated. To generate the final output coverage for owner the AML (r3makeowner.aml) will be run. This AML will extract the fs_own, adm_unit, and adm_dist arcs from master. Then adds the labels from owner_lab and checks for polygon label errors. Finally it will generate the region subclasses for all three types. Unit wide coverages were appended to create forestwide coverages by the Regional Office staff.
